Before 2009, the Religious Organizations’ Lands Act prevented religious organizations from leasing lands for more than 40 years. St. Andrew’s Congregation of The United Church of Canada at Toronto ‘a freehold interest in the land at 121 Bloor Street East’ which was leased for commercial purposes. An Act respecting St. Andrew’s Congregation of The United Church of Canada at Toronto is special legislation allowing the church to lease the land for longer than 40 years. The act allows for the church to land until 2107-12-31.

land municipally known as 121 Bloor Street East, in the City of Toronto, subject to a ground lease, notice of which is registered in the Land Titles Division of the Toronto Registry Office No. 66 as instrument number CT483900.

Looks like it was proposed in first in the Parliament 38, Session 2 in 2007 and again in Parliament 39, Session 1.
